Subawards

Thank you for your interest in collaborating with the Concord Consortium!

A subaward is a federally funded agreement between the Concord Consortium and another institution that are partnering to undertake a research project. A subaward arrangement is agreed upon between the Concord Consortium and the institution at the time of proposal development. Typical subawards (1) have a project Co-Principal Investigator assigned to head the subaward, (2) are responsible for programmatic decision-making with Concord Consortium’s Principal Investigator, (3) are cost-reimbursable, (4) are responsible for complying with the appropriate federal regulations, (5) have a negotiated indirect cost rate with the federal government, and (6) retain title to the intellectual property created by the subawardee when it is a small business or another institution of higher education (this complies with requirements of the Bayh-Dole Act, which controls the ownership and management of intellectual property on federally funded projects).

Proposing a Subaward

When developing a proposal with the Concord Consortium, please submit the following forms to Concord Consortium’s Principal Investigator and Lisa Buoncuore (lbuoncuore@concord.org) no later than two weeks before the proposal is due:

  1. Statement of Work for each of the project years;
  2. Proposed budget in the format required by the funding agency (1030 form for the National Science Foundation or Grants.Gov format for the U.S. Department of Education);
  3. Budget narrative of up to three pages complying with NSF’s Proposal and Award Policies and Procedures Guide;
  4. CV, Current & Pending, and a list of current collaborators in the format required by the funding agency;
  5. A letter of institutional commitment signed by an authorized organizational signer;
  6. A subrecipient commitment form.

Issuance of a Subaward Agreement

When an award is made, the subawardee must complete and submit the following documents to the Concord Consortium prior to receiving a subaward agreement:

  1. Revised SOW, budget and budget justification, if necessary;
  2. Signed Human Subjects Institutional Review Board (HS IRB) form, if necessary;
  3. Completed subrecipient commitment form;
  4. A current audit, if not available through the federal Single Audit Clearinghouse (SF-SAC).

Once these forms are reviewed and accepted, the Concord Consortium will draft a subaward agreement (link to sample). The final subaward agreement must be signed by all parties prior to a subaward starting its project work.

Monitoring of the Subaward Relationship

Concord Consortium’s monitoring of its subawards includes reviewing monthly invoices and back-up documentation; reviewing programmatic reports; reviewing annual audit reports and management letters; periodically performing our own audit of subaward expenses; and frequent email and / or telephone communication between the Concord Consortium and the subaward PI and administrative staff.
